Finding the Right Department
Most of what residents need from the town runs through a department, not an elected official: paying a bill, pulling a permit, reporting a problem, registering to vote. Under Chapter 80 of the Acts of 2001 the Town Manager supervises all of them and appoints the staff the act does not assign elsewhere, and for the Town Clerk, the Police Chief, the Fire Chief and the Director of Public Works he recommends the candidate the Select Board then appoints. That is why almost none of these names appears on a ballot, and why the Town Manager is the person the Select Board holds responsible for the lot of them.
