The Town Manager & Board of Selectmen

Saugus splits its leadership between two parts. The Town Manager is the professional chief administrative officer who runs the town day to day. The Board of Selectmen — five officials elected by all Saugus voters — is the elected policy board: it appoints the Manager, sets policy, and represents the town.

The Town Manager

Scott C. Crabtree

Scott C. Crabtree has served as Saugus’s Town Manager since 2015, having also held the post from 2012 to 2014. A Saugus native and former Chairman of the Board of Selectmen, he is appointed by and accountable to the Board. As the town’s chief administrative officer he oversees every department, prepares the annual budget, serves as chief procurement officer, and appoints most of the town’s boards and commissions.

The Board of Selectmen

The Board of Selectmen has five members, all elected at large by Saugus voters. The Board chooses one of its members as Chair to preside over meetings. The Selectmen meet about twice a month on Tuesday evenings in the Town Hall Auditorium.

The Selectmen encourage residents to email the Board with questions and concerns. The Selectmen’s Office is open 9 a.m.–3 p.m., Monday–Thursday.

Who Does What

  • The Town Manager appoints department heads, prepares and manages the budget, signs contracts, and runs daily operations — hired by the Selectmen and accountable to them.
  • The Board of Selectmen sets town policy, hires and evaluates the Manager, grants licenses (including liquor licenses), oversees traffic signs and signals, and approves the Manager’s nominations to many boards.
  • Town Meeting holds the purse strings — the Manager prepares the budget, but the 50-member Town Meeting must vote to appropriate it.
