Finding the Right Department
Most of what residents need from the town runs through a department rather than an elected official: paying a bill, pulling a permit, reporting a problem, registering to vote. Charter section 5-3-9 puts nearly all of these department heads in the Town Manager's gift, which is why none of their names appears on a ballot and why the Board of Selectmen holds the manager answerable for all of them. The Chief of Police is the exception: the Board of Selectmen appoints that office directly under section 3-3-1.
