Seekonk runs its town government on a single professional appointment, and Shawn Cadime holds it. The Town Administrator is hired by the five elected members of the Select Board, serves under contract, and can be replaced by the same five if they lose confidence in him. He is the chief administrative officer: he interviews and recommends the residents the board appoints to town boards, supervises most department heads, and builds the annual budget the town then argues over in public.

Watch what that means in practice. In the spring of 2026 the Town Administrator worked through two budget scenarios in open session with the Select Board: holding the overall increase to 3 percent would take about $169,444 in reductions, while funding the School Committee’s approved 3.41 percent school increase would take about $304,892. He put the arithmetic on the table himself, and told the board that every 1 percent added to the budget opens a funding gap of roughly $338,618 that has to be closed somewhere. That is the whole job in one paragraph: he does not get to decide, he has to show the work, and then the Select Board and Town Meeting decide.

Because Seekonk hands the daily machinery to an appointed administrator, the plan to fix a problem usually crosses his desk first. It then goes to the board, and if it costs real money, to every registered voter who walks into Town Meeting.

What the Town Administrator Does

  • Runs the departments. Police, fire, public works, health, human services, and the rest answer to the Town Administrator, who appoints most of their leaders.
  • Builds the budget. Each year the Administrator proposes how the town will spend its money for the town and the schools, then defends that plan before the Select Board and Town Meeting, which holds the final vote.
  • Answers to the board. The Administrator serves at the pleasure of the elected Select Board and carries out the policies it sets.
  • Reports to Town Meeting. Major spending and bylaws still need the vote of Town Meeting, and in Seekonk that means every registered voter who walks in.

The Administration

  • An Assistant Town Administrator and HR Director, Carol Days, works alongside him at Town Hall, along with the executive and administrative staff who keep the office running.
  • Department heads carry out policy, from plowing snow to inspecting restaurants, and most are appointed through the Town Administrator.
  • The Select Board is the check: it hires and can replace the Administrator, sets policy, and signs the warrants that put questions before Town Meeting.
  • Boards and commissions, many of them appointed by the Select Board, decide questions like zoning, conservation, historic preservation, and licensing.
