Who Represents Holliston
Five people speak for Holliston above the town line, and there is no district boundary inside the town to check first. Holliston’s state senator is the President of the Massachusetts Senate. Karen E. Spilka has held that office since 2018, the third woman ever to lead the chamber, and she has represented the Middlesex and Norfolk district since 2009. The Senate President decides which bills reach the floor and when, which makes the phone number above one of the shortest routes in the state from a town of 14,996 people to the top of the legislative process. All of Holliston sits inside her district, so there is no line to check before you write.

James C. Arena-DeRosa has held the seat since 2023 and sits on the Joint Committees on Public Service, Housing, Veterans and Federal Affairs, and Agriculture and Fisheries. He is also the reason Holliston’s government looks the way it does today: when Fall Town Meeting voted in October 2024 to ask the Legislature for a Town Manager act, he was the member who filed it, as House Bill 5119, and it became Chapter 405 of the Acts of 2024. That is what a home rule petition looks like from the town’s end. Your Town Meeting cannot change the town’s form of government by itself; it votes to ask, and its own representative carries the ask to Beacon Hill.

All of Holliston sits in the Second Congressional District, one of nine in Massachusetts. Massachusetts is represented in the U.S. Senate by Elizabeth Warren, the senior senator, and Edward J. Markey, the junior senator, both Democrats, and both of them represent you as much as any Holliston voter.

James P. McGovern has served in the U.S. House since 1997 and sits on the House Committees on Agriculture and on Rules, where he is the ranking member and which he chaired from 2019 to 2023. The Rules Committee decides the terms on which a bill reaches the House floor, so it is one of the places where the shape of a law is settled before anyone votes on it.
