About the Council

If you want something changed on your street, these are the eleven people with the power to do it. The Haverhill City Council seats four councilors elected at-large by the whole city and seven elected one per ward, so seven of them answer to a single neighborhood, possibly yours. The city moved to this mostly ward-based map starting with the 2023 election. Every councilor serves a two-year term, which means they all face voters often.

  • Adopts ordinances and local laws that govern the city.
  • Approves the budget proposed by the mayor and sets the tax rate.
  • Can override a mayoral veto with a supermajority vote.

Council Members

The Council picks its own leaders. President Timothy J. Jordan and Vice President John A. Michitson, both at-large councilors, were elected by their colleagues at the January 2026 organizational meeting, when the newly sworn council chose who would run its meetings and set its agenda.

Meetings & How to Participate

  • When: the Council generally meets every other Tuesday evening at City Hall, 4 Summer Street. Agendas, minutes, and recordings go up on the city website, so you can read what is coming before you ever walk in.
  • Public comment: meetings set aside time for residents to speak. Check the posted agenda for when and how, then take the microphone.
