City Council
About the Council
The Haverhill City Council is an 11-member elected body: four councilors elected at-large by the whole city, and seven councilors each elected to represent one of the city’s seven wards. The Council adopted this mostly ward-based system beginning with the 2023 election. Councilors serve two-year terms.
- Adopts ordinances and local laws that govern the city.
- Approves the budget proposed by the mayor and sets the tax rate.
- Can override a mayoral veto with a supermajority vote.
Council Members
The Council is led by President Timothy J. Jordan and Vice President John A. Michitson, both at-large councilors, elected by their colleagues at the Council’s January organizational meeting.
