Boards & Commissions
What Boards & Commissions Are
Beyond the mayor and City Council, much of Haverhill’s work happens through boards, committees, and commissions — bodies of residents who review applications, set policy in specialized areas, and advise city government. They handle everything from zoning appeals and historic preservation to conservation, licensing, and the arts.
Most members are appointed by the mayor, often with City Council confirmation, and serve fixed terms. Meetings are generally open to the public, and many boards have openings that residents can apply to fill.

- Board of Appeals: hears requests for zoning variances and special permits.
- Conservation Commission: protects wetlands and natural resources.
- Historic Commission: safeguards Haverhill’s historic buildings and districts.
- Cultural Council: awards grants supporting arts and culture.
- License Commission: oversees liquor and other city licenses.
- Commission on Disability Issues: advances accessibility for residents with disabilities.
- Board of Registrars: oversees voter registration and elections.

How to Serve
- Find an opening: review the city’s boards and commissions page for current vacancies and the focus of each body.
- Express interest: contact the Mayor’s Office to submit your interest and any required application or letter.
- Appointment: the mayor appoints members, often subject to City Council confirmation, for a set term.
Serving on a board is one of the most direct ways to shape Haverhill. Start by meeting the officials who make appointments.
