Fidel Maltez

Fidel Maltez officially became Chelsea’s City Manager on January 1, 2024. He served two years as Town Manager of Reading, where he secured more than $6.7 million in state and federal infrastructure grants, and before that spent five years as Chelsea’s Commissioner of Public Works, giving him deep, first-hand knowledge of the city he now leads. Maltez was born in Managua, Nicaragua; at age seven, his mother brought the family to Miami. He lives in Chelsea with his wife María Belén Power and their two daughters, Maya and Ana Victoria. In March 2026 he testified at the State House in support of the PROTECT Act alongside Rep. Judith García, advocating for Chelsea’s immigrant community.

What the City Manager Does

Chelsea’s City Manager is the chief executive under the council–manager charter, responsible for all city operations and directly accountable to the elected City Council.

  • Runs city government. Oversees all city departments and appoints and supervises department heads.
  • Builds the budget. Prepares and submits the annual city budget to the City Council. Under Proposition 2½, the Manager must balance service priorities against strict tax-levy limits.
  • Implements Council policy. Carries out ordinances, resolutions, and policy decisions made by the elected City Council.
  • Communicates with residents. Leads public outreach through “Our Community” video messages on Chelsea Community TV, open meetings, and neighborhood engagement.
  • Represents Chelsea. Works with state and federal partners on funding, policy, and regional issues.
