One number here is a civics fact rather than an education one. Per-pupil spending is not set in the Superintendent’s office. The school budget starts with the Superintendent, goes to the elected School Committee, and then to the Finance Committee and to Town Meeting, in the same room, on the same night, with the same registered voters who vote everything else. The town’s governing act is explicit that the school department sits outside the Town Manager’s authority, so the only place a resident can move this number is that room and the School Committee’s own meetings.
