When a North Attleborough street goes unplowed or a new building rises on Route 1, the person with the most control over the result is appointed, not elected. Michael D. Borg is the Town Manager, hired by the nine elected members of the Town Council to run the town day to day, and the Council can replace him if it loses faith in him. He is the chief executive: he hires and supervises most department heads, builds the annual budget, and carries the town’s biggest decisions to the Council for a vote. Borg is the first person to hold the job. He was sworn in as North Attleborough’s first Town Manager in 2020, after the town scrapped its Board of Selectmen and representative town meeting. He came to the role after roughly three decades in the U.S. Army, where he retired as a colonel, and then several years running public works and emergency management for the city of Providence. Because North Attleborough hands the daily machinery to an appointed manager, the way you reach him is through the Council you elect, and through the open office hours he keeps every Thursday afternoon at Town Hall.

What the Town Manager Does
- Runs the departments. Police, fire, public works, health, recreation, and the rest answer to the Town Manager, who appoints most of their leaders.
- Builds the budget. Each year the Manager proposes how the town will spend its money, the document that decides whether your street gets repaved and what hours the library keeps, then sends it to the Council.
- Answers to the Council. The Manager serves at the pleasure of the elected Town Council and carries out the policies it sets.
- Has no veto. Unlike a mayor, the Manager does not sign or veto bylaws. He advises the Council, which holds the lawmaking power.
The Administration
- Department heads are appointed by the Town Manager and carry out policy, from plowing snow to inspecting restaurants.
- The Town Council is the check: it hires and can replace the Manager, sets policy, and adopts the budget.
- Boards and commissions, many of them appointed through the Manager and the Council, decide questions like zoning, conservation, and licensing.
