Finding the Right Department
Most of what residents need from the town runs through a department, not an elected official: paying a bill, pulling a permit, reporting a problem, registering to vote. Charter section 19(B) gives the Town Manager the appointment of every Superintendent or Chief of a department, upon merit and fitness alone, which is why most of these names never appear on a ballot. Two of them are the exception worth knowing: the Chief of Police and the fire chief are appointed by the Select Board itself, under sections 14 and 16, and so are the Town Clerk and the Treasurer and Collector.
