Methuen City Council

The Methuen City Council is a nine-member body that enacts the resolutions and ordinances governing the city. Three councilors are elected city-wide (“at-large”) and six are elected from the city’s three voting districts, East, Central, and West, two per district. Councilors serve two-year terms and, under Methuen’s charter, are limited to three consecutive terms. The Council elects a Chairperson from among its members each year.

  • Sets policy and law by adopting ordinances and resolutions.
  • Controls the purse by adopting the Mayor’s proposed annual budget.
  • Provides oversight by confirming many appointments and reviewing city operations.

Council Members

The three at-large councilors are elected by all Methuen voters; the six district councilors each represent one of the city’s three districts. The East District covers Precincts 3, 7, 9, 12, 13 & 13-A; the Central District covers Precincts 1, 2, 6, 6-A, 10 & 14; the West District covers Precincts 4, 5, 8, 11 & 15.

  • Where: the Great Hall, Searles Building, 3rd Floor, 41 Pleasant Street, Methuen.
  • When: meetings begin at 7:00 p.m. on the dates in the Council’s published 2026 schedule; agenda deadline is noon.
  • Agendas & minutes: posted in advance on the city’s Agenda Center at methuen.gov.
  • Watch: meetings are carried live and on demand by MCTV (methuentv.org).
