City Government
Methuen City Council
The Methuen City Council is a nine-member body that enacts the resolutions and ordinances governing the city. Three councilors are elected city-wide (“at-large”) and six are elected from the city’s three voting districts, East, Central, and West, two per district. Councilors serve two-year terms and, under Methuen’s charter, are limited to three consecutive terms. The Council elects a Chairperson from among its members each year.
- Sets policy and law by adopting ordinances and resolutions.
- Controls the purse by adopting the Mayor’s proposed annual budget.
- Provides oversight by confirming many appointments and reviewing city operations.
