City Council
About the Council
The Framingham City Council is the city’s sole legislative body, responsible for passing all city ordinances and adopting the budget. It has eleven members: nine district councilors, one for each of the city’s nine districts, and two councilors-at-large elected citywide. At-large councilors serve four-year terms; district councilors serve two-year terms, with all terms beginning January 1. The Council can also override a mayoral veto.

- Vice Chair: Janet Leombruno, Councilor-at-Large.
- Powers: passes ordinances, adopts the budget, and can override the mayor’s veto.
Council Members

Meetings & How to Participate
- Where: the City Council meets at the Memorial Building, 150 Concord Street (the Blumer Community Room on the lowest level is often used).
- When: the approved annual meeting calendar and all agendas are posted on the city website.
- Public comment: meetings are open to the public, and residents may speak during designated comment periods.
- Subcommittees: much of the detailed work happens in subcommittees such as Finance, Planning & Zoning, and Ordinance & Rules.
Public Hearings & Civic Engagement
Boards, commissions, and public hearings are where residents shape decisions between elections, and many seats are filled by volunteers.
