Westborough Select Board
About the Board
The Select Board is elected town-wide, so every Westborough voter helps choose all five, and the charter gives each a three-year term on a staggered schedule that puts a seat or two on the ballot every March. Section 3-2(c) does something blunter than most charters do: it vests the executive powers of the town in this board and calls its five members the chief executive officers of Westborough. They hire the Town Manager who runs the town day to day, they appoint the Town Counsel, the Chief of Police, the Fire Chief and the Director of Public Works, they seat fifteen named boards and commissions, and they sign the warrants that decide what Town Meeting gets to vote on. When a daily problem becomes town policy, this is the room where it happens.
- Sets policy and direction for the whole town, and holds its executive powers under section 3-2(c).
- Hires the Town Manager for a term of not more than three years, along with the Town Counsel and the three department heads the charter calls key personnel.
- Controls the warrant, deciding what business reaches Town Meeting for a vote.
Board Members
All five members are elected town-wide. After each annual town election the board reorganizes and votes for its own officers. At the reorganization of March 24, 2026, two weeks after the annual election, the board voted 5 to 0 twice: Sean Keogh as Chair, then Mark Silverberg as Vice Chair. Ian P. Johnson, the outgoing chair, had just been returned to his own seat by 433 voters.

Meetings & How to Participate
- When: 6pm on the second and fourth Tuesday of each month, in Veterans Memorial Hall on the third floor of Westborough Town Hall, 34 West Main Street. Meeting times can vary, so check the town calendar.
- Agendas & minutes: posted on the town’s Agenda Center at http://www.westboroughma.gov, in advance for agendas and after approval for minutes, and you can sign up for an alert when a new one goes up.
- Watch: every meeting is recorded and posted by Westborough TV, and carried on its government access channel.
- Public comment: the board opens with an open forum. Check the agenda for the procedure.
- Town Meeting: for the budget and bylaws, the deciding vote belongs to the registered voters in the hall, which can include you.
