Who Represents Lowell

Vanna Howard
Senator Howard won a special election in March 2026 to fill the 1st Middlesex seat left vacant by the death of Senator Edward J. Kennedy. Born in Cambodia, she and her family fled the Khmer Rouge genocide before resettling in the United States, a story shared by many in Lowell’s large Cambodian community. She previously represented the 17th Middlesex House district.

All of Lowell sits in the 3rd Congressional District, represented by U.S. Representative Lori Trahan (D), a Lowell native who has held the seat since 2019. Massachusetts is represented in the U.S. Senate by Elizabeth Warren, the senior senator (since 2013), and Edward J. “Ed” Markey, the junior senator (since 2013).
