Who Represents Lowell

Lowell is large enough to be split among several legislative districts. At the State House, one state senator and three state representatives cover the city, so the representative for your street depends on your ward and precinct. In Washington, the entire city is represented by one member of Congress and the Commonwealth’s two U.S. senators.

Vanna Howard

District: Lowell, Dracut, Dunstable, Pepperell & Tyngsborough

Senator Howard won a special election in March 2026 to fill the 1st Middlesex seat left vacant by the death of Senator Edward J. Kennedy. Born in Cambodia, she and her family fled the Khmer Rouge genocide before resettling in the United States, a story shared by many in Lowell’s large Cambodian community. She previously represented the 17th Middlesex House district.
