When a road goes unplowed or a permit stalls, the person with the most day to day control over the response in Granville is appointed, not elected. Matthew Streeter is the Town Administrator, hired by the three elected members of the Selectboard to run the town’s operations, and he serves at their pleasure. He is the chief administrative officer: he assists the Selectboard, works with the other departments and boards, shapes and presents the annual budget, and helps carry the town’s biggest spending requests to Town Meeting, which holds the final vote. The Selectboard has also designated the Town Administrator as the town’s Records Access Officer, so a resident’s public records request lands on his desk. Because Granville hands the daily machinery to an appointed administrator, the plan to fix a problem usually crosses his office first, then goes to the board and, when money or a bylaw is at stake, to Town Meeting.

What the Town Administrator Does
- Runs the departments. Police, fire, public works, the library, and the rest answer to the Town Administrator’s office, which assists the Selectboard in overseeing them.
- Builds the budget. Each year the Administrator proposes how the town will spend its money for the town and the schools, then defends that plan before the Selectboard and Town Meeting, which holds the final vote.
- Answers to the board. The Administrator serves at the pleasure of the elected Selectboard and carries out the policies it sets.
- Reports to Town Meeting. Major spending and bylaws still need the vote of Town Meeting, and in Granville that means every registered voter who walks in.
The Administration
- Department heads are appointed by the Town Administrator and carry out policy, from plowing snow to inspecting restaurants.
- The Selectboard is the check: it hires and can fire the Administrator, sets policy, and signs the warrants that put questions before Town Meeting.
- Boards and commissions, many of them appointed by the Selectboard, decide questions like zoning, conservation, and licensing.
