Brendhan Zubricki
Brendhan Zubricki is the town’s first Town Administrator, in the job since October 2000 after starting with the Board of Health in 1997. He reports directly to the three elected members of the Board of Selectmen and works under their authority. His job is to keep the town’s departments coordinated, though he does not supervise any of them, and to answer questions from employees and residents. He is also the town’s Personnel Officer, Chief Procurement Officer, Grants Coordinator, and Information Technology Officer, and he manages several town buildings. When you are not sure which office handles a problem, his office is a good place to ask.

What the Town Administrator Does
- Coordinates the departments. The Town Administrator works to keep police, fire, public works, health, and the rest working together, though he does not supervise any of them.
- Handles the town’s business. He serves as the town’s Personnel Officer, Chief Procurement Officer, Grants Coordinator, and Information Technology Officer.
- Answers to the board. The Administrator reports directly to the elected Board of Selectmen and works under its authority.
- Reports to Town Meeting. Major spending and bylaws still need the vote of Town Meeting, and in Essex that means every registered voter who walks in.
The Administration
- Department heads carry out policy, from plowing snow to inspecting restaurants, and the Town Administrator works to keep them coordinated.
- The Board of Selectmen is the check: the Administrator reports to it, and it signs the warrants that put questions before Town Meeting.
- Boards and commissions, many of them appointed by the Board of Selectmen, decide questions like zoning, conservation, and licensing.
