Finding the Right Department

Most of what residents need from the town runs through a department, not an elected official: paying a bill, pulling a permit, reporting a problem, registering to vote. Under section 4 of Pembroke’s town manager act, the heads of these departments are appointed by the Town Manager rather than elected, which is why almost none of their names appears on a ballot and why the Town Manager is the person the Select Board holds responsible for them. Almost, because Pembroke is not tidy about it: the Town Clerk is elected by the voters, the library director is appointed by the elected Library Trustees, and the fire department is written out of the manager’s appointment power altogether.

Town Hall is at 100 Center Street, open Monday 8AM to 6:30PM, Tuesday through Thursday 8AM to 4:30PM, and Friday 8AM to noon.
