Animal Control

The Animal Control Officer (ACO) is responsible for public safety related to animals, enforcing both state and local regulations. Duties include picking up stray dogs, licensing and vaccination enforcement, bite and cruelty investigations, quarantines, barking complaints, and kennel inspections. The ACO is frequently out of the office performing field duties.

Assessing Department

The Board of Assessors oversees property tax assessments in Lynn. It includes the Director of Assessing and two additional Assessors, with support from field and clerical staff. The Department of Revenue certifies property values and reviews tax procedures every five years.

Chief Financial Officer

The CFO oversees all monetary functions in the city, including payroll, cash management, tax titles, and debt. The finance team includes auditing, assessing, procurement, IT, and treasury operations that support Lynn’s public services and budgeting.

City Clerk

The City Clerk serves as the historian and legislative coordinator for Lynn, managing official records and supporting the City Council. The Clerk’s office processes over 30 licenses and permits and ensures public transparency and access to civic documents.

Comptroller

The Comptroller’s Office oversees city accounting and financial policy enforcement. They ensure accurate financial reporting and manage expenditures under municipal law.

Community Development

The Department of Community Development manages a wide range of city initiatives including the Community Development Block Grant program, housing opportunities, economic development, and the Lynn Seaport Marina. The department collaborates with city offices and private/public partners to enhance Lynn’s infrastructure and quality of life.

Diversity, Equity & Inclusion

The Diversity, Equity, and Inclusion (DEI) Office, led by Faustina Cuevas, works to implement inclusive policies and promote equity across Lynn government. The office coordinates the REAL Team and collaborates with regional equity partners through the REMAP program.

Economic Development & Industrial Corporation (EDIC)

EDIC supports Lynn’s business community by offering financing tools and development support. EDIC plays a key role in waterfront redevelopment and business relocation support.

Elder Services

Elder Services coordinates activities and services for senior citizens in Lynn and oversees the Senior Center at 37 Friend Street. The center serves residents age 60 and older.

Elections Office

The Elections Office manages voter registration, residency verification, the city census, nomination papers, and all election logistics for the City of Lynn.

Fire Department

The Lynn Fire Department protects lives and property through fire suppression, rescue, emergency medical services, and fire prevention. Its mission is to serve with integrity, professionalism, and compassion.

Harbormaster

The Harbormaster and Shellfish Constable provide boating safety resources, vessel inspections, and emergency assistance. Marine channels 9 and 16 are monitored for emergencies.

Information Technology (I.T.)

The Information Technology Department supports Lynn’s digital infrastructure, internal communications, and hardware/software systems. It also manages the City Hall mailroom and city website.

Inspectional Services

The ISD ensures safety and code compliance for buildings, sanitation, and public health. It enforces laws and regulations through three divisions: Inspectional, Buildings & Grounds, and Public Health.

Law Department

The Law Department advises the Mayor and City Council, handles legal documents, and represents the city in court. It also investigates claims and upholds the city’s legal obligations.

Parking Department

The Parking Department manages citations, parking permits, and city lot operations. It also handles enforcement related to street sweeping, noise, litter, smoking, and animal control violations. Non-payment may result in license or registration holds and other penalties.

Parks & Recreation

Parks & Recreation provides recreational programs and events for Lynn residents of all ages. The department is part of the Department of Public Works and runs year-round activities, sports clinics, and community entertainment.

Personnel Department

The Personnel Department oversees hiring for all municipal departments and ensures compliance with equal opportunity laws. It handles benefits, HR support, and employee services.

Planning Department

The Planning Department helps guide Lynn’s future growth through land use, housing, arts, economic development, and sustainability planning. They emphasize equity, community input, and actionable data to support Lynn’s vision as a safe, vibrant, and connected city.

Police Department

The Lynn Police Department provides safety services including crime deterrence, law enforcement, traffic control, and emergency response. The department is committed to professionalism and high standards of service to the public.

Public Health Division

The Public Health Division, led by Lisa M. Tobin, promotes quality of life in Lynn through health assessments, community engagement, and outreach programs. The division includes nurses, epidemiologists, and resource coordinators working across Rooms 103 and 105 at City Hall.
