Graduation rates are reported for the district that runs the high school, which for Concord students is Concord-Carlisle rather than Concord Public Schools, so a graduation figure for this district code would not mean what it appears to mean.
One number here is a civics fact rather than an education one. Per-pupil spending is not set by the Superintendent and it is not set by the Town Manager. Charter section 16 has the Town Manager write the estimate ninety days before Town Meeting. Section 17 has the Select Board add its recommendations and hand a copy to every member of the Finance Committee sixty days out. Then Town Meeting votes it, in the same room, on the same night, by the same registered voters who vote everything else, and Town Meeting can cut a line the other three rooms agreed on.
