Concord Select Board
About the Board
The Select Board is elected town-wide, so every Concord voter helps choose all five, and the charter and the town’s Term of Office Bylaw give each member a three year term on a staggered schedule that puts a seat or two on the ballot every spring. The town calls this board its primary policy making body. It appoints the Town Manager who runs the town day to day, it appoints more than twenty boards and committees of its own, it recommends the budget to the Annual Town Meeting, and it is the licensing authority for a long list of licenses and permits. When a daily problem becomes town policy, this is the room where it happens.
- Sets policy and direction for the whole town.
- Appoints the Town Manager for a three year term, and may remove the manager by the vote of at least three of its five members.
- Controls the warrant, deciding what business reaches Town Meeting for a vote.
- Fills its own vacancies by ELECTION, not appointment. If a seat opens, the charter tells the board to call a special town election, unless the vacancy falls within 100 days of the annual election and at least three members remain.
Board Members
All five members are elected town-wide. After the annual town election the board reorganizes and elects its own officers, a Chair and a Clerk, and it does not elect a Vice Chair. At the reorganization of May 18, 2026, the board voted unanimously to elect Wendy Rovelli as Chair. The Clerk’s seat was contested that night, with two members nominated from the floor, and Cameron McKennitt was elected 3 to 2. Both votes are in the minutes, which the board approved two weeks later.

The town routes contact to board members through the Select Board office, which can be reached at 978-318-3001. The member roster is posted at concordma.gov.
Meetings & How to Participate
- When: on the published calendar in the Select Board Meeting Room at the Town House, 22 Monument Square, at 6:00 PM. The town posts each agenda in advance and publishes the packet deadline beside every meeting date.
- Agendas & minutes: posted on the town’s Agenda Center at concordma.gov, and you can sign up for an alert when a new one goes up.
- Meeting packets: the town posts the full packet for each meeting, which is the same set of documents the board reads. Reading one before you go is the cheapest preparation in local government.
- Watch: all meetings are recorded by Minuteman Media Network and posted to its YouTube channel, so you can see how a decision was argued without being in the room.
- Public comment: residents may address the board. Check the agenda for the procedure, because the board sets it meeting by meeting.
- Town Meeting: for the budget and bylaws, the deciding vote belongs to the registered voters in the hall, which can include you.
Public hearings and meetings are where residents shape town decisions.
