When a road goes unplowed or a broadband line needs running to another hillside, the person with the most operational control over the response is appointed, not elected. Katherine A. Warden is the Town Administrator, hired by the three elected members of the Select Board to run the town day to day, and they can let her go if they lose faith in her. She is the chief administrative officer: she appoints and supervises most department heads, shapes and presents the annual budget, and carries the town’s biggest spending requests to Town Meeting for the final vote.

The split between the board and the administrator is worth understanding, because it decides where a resident’s request actually goes. The Select Board sets policy and signs the warrant, which is the list of questions Town Meeting gets to decide. The Town Administrator turns that policy into daily work: she runs the departments, negotiates contracts, tracks the budget through the year, and answers the phone when a resident has a problem the town can fix. In Becket she also carries a set of jobs a bigger town would spread across a staff, from Emergency Management Director to Chief Procurement Officer, because a town of fewer than 2,000 people cannot hire a separate person for each. She is appointed by the Select Board and serves under contract, not on a ballot.

That design is what makes showing up worth it. A plan to fix a problem usually crosses the administrator’s desk first, then goes to the board for a policy decision, and if it costs real money it goes to Town Meeting, where every registered voter in the room has a vote. The administrator can move a pothole repair or a permit question on her own authority. She cannot spend the town’s money without the board and the voters. Knowing which of those three doors your concern belongs to is the difference between a letter that gets answered and one that gets forwarded.

What the Town Administrator Does

  • Runs the departments. Police, fire, highway, health, the library and the rest answer to the Town Administrator, who appoints most of their leaders.
  • Builds the budget. Each year the Administrator proposes how the town will spend its money, then defends that plan before the Select Board and Town Meeting, which holds the final vote.
  • Answers to the board. The Administrator serves at the pleasure of the elected Select Board and carries out the policies it sets.
  • Reports to Town Meeting. Major spending and bylaws still need the vote of Town Meeting, and in Becket that means every registered voter who walks in.

The Administration

  • Department heads are appointed by the Town Administrator and carry out policy, from plowing snow to keeping the town’s fiber network running.
  • The Select Board is the check: it hires and can release the Administrator, sets policy, and signs the warrants that put questions before Town Meeting.
  • Boards and commissions, many of them appointed by the Select Board, decide questions like zoning, conservation, and licensing.
