Agawam’s charter describes the job in a single sentence: the Mayor is the chief executive officer of the town, responsible for exercising general supervision and direction over all town departments and agencies. Christopher C. Johnson holds that office now, and the sentence is worth unpacking, because nearly everything the town does runs through it. When the Department of Public Works paves a street, when the Health Department inspects a kitchen, when Parks and Recreation opens a summer program, the person at the top of that chain is the Mayor. The office itself is small: it works out of Town Hall at 36 Main Street with a chief of staff, Barbara Bard, and an administrative assistant and budget analyst, Nadine Porfilio. Those few desks steer the daily operations of a community of more than 28,000 people.

The budget is where the power is most concrete. Each year the Mayor’s office assembles the town’s Operating Budget, the plan for everything Agawam will spend, and sends it to the City Council, because under the charter the Council must approve every appropriation before a dollar moves. The fiscal year 2027 budget is posted on the town website right now, and reading even two pages of it tells you more about Agawam’s priorities than any speech. That split, the Mayor proposes and the Council decides, is the whole design of the government, and it gives residents two separate doors to knock on about the same decision.

One more feature makes Agawam’s mayor unusual among Massachusetts executives: the charter makes the Mayor the chairperson of the School Committee, not just a member of it. The same official who assembles the town’s budget presides over the body that oversees its schools, so school questions and money questions meet in one chair.
