About the Council

In November 2025, Quincy voters threw out five of the seven incumbents who ran for City Council. That is the power this body answers to. The Council has nine members: six elected by ward, one from each neighborhood district, and three elected at large by the whole city. Councillors serve two-year terms, short enough that a single bad year on the job can end a career. The Council is where a daily problem becomes city policy: a flooded street that needs fixing, a stalled development, the tax rate on your family’s home.

  • Sets policy and law by passing ordinances and resolutions.
  • Controls the budget by approving or cutting what the Mayor proposes, and by setting the tax rate.
  • Checks the Mayor by confirming major appointments and overriding vetoes with a two-thirds vote.

Council Members

Three councillors are elected at large by every Quincy voter. The other six each represent a single ward. The Council chooses one of its members as President to run its meetings.

Meetings & How to Participate

  • When: the first and third Mondays at 7:30 PM in the Great Hall, second floor of Historic City Hall, 1305 Hancock Street.
  • Agendas & minutes: posted in advance on the city website at quincyma.gov.
  • Public comment: residents may speak on agenda items. Check the agenda for the sign-up procedure.
  • Watch: meetings air live on QATV Channel 9 and stream online.
