Beacon Hill & Washington
Newburyport Your Legislators
One District, One Representative
Some Massachusetts cities are cut between two or three state representative districts, so neighbors on the same street answer to different people on Beacon Hill. Newburyport is not one of them. The whole city sits inside the 1st Essex district, which it shares with Amesbury, Merrimac and Salisbury, so every Newburyport voter has the same representative. In the state Senate the city is part of the First Essex and Middlesex district, which reaches from Gloucester and Rockport up the coast and inland as far as North Reading.
A note worth having, because the names collide: the Council President in Newburyport is Heather L. Shand and the state Representative is Dawne Shand. They are two different people holding two different offices.

Look Up Any Legislator
Every legislator in Massachusetts is on one page, with the committees they sit on and the bills they have filed. That is how you find the ones already working on the thing you care about, even when they are not yours.
